The European Banking Authority (EBA) is preparing to implement the Pillar 3 Data Hub (P3DH) with a target timeline during 2025. P3DH is a centralized platform developed by the EBA to collect and publish Pillar 3 disclosures of all EU banks within a single electronic system. The objectives of P3DH are as follows:
- Increasing transparency: Facilitates access for market participants, investors, and authorities to institutions’ Pillar 3 data.
- Strengthening market discipline: Improves the comparability and usability of disclosures.
- Data standardization: Harmonizes reporting formats and processes across the EU.
- Integration with the ESAP platform: P3DH will function as part of the broader European Single Access Platform (ESAP) project, which consolidates public financial data in the EU.
- Visualization tools: Support data comparison between banks, countries, and portfolio levels.
The EBA has published the following key dates related to P3DH:
- 30.06.2025: First reporting date for large and other institutions. (Actual submission to P3DH targeted for the end of the year)
- SNCI institutions: Schedule and details will be specified later.
- By 2030: Data will be integrated into the ESAP platform.
What does the transition to P3DH mean for supervised institutions?
Currently, supervised institutions must publish Pillar 3 disclosures either as part of their annual report or in separate documents. Pillar 3 data includes both quantitative and qualitative information on a bank’s risks, capital, liquidity, ESG risk management, etc. The disclosure must be easily accessible and downloadable from the bank’s website. While the EBA has defined standardized tables and templates to be used, there have been no strict requirements for the publication format otherwise.
The transition to P3DH introduces new reporting requirements and technical standards, which may require updates to IT systems and reporting processes. Quantitative Pillar 3 data must be delivered to P3DH in XBRL-CSV format.
